It depends on if they have set a reserve price or not. If they do have a reserve price, then they don’t have to sell it if they don’t want to. If they don’t then whatever it sells for, is what you will pay.

if they set a reserve (and every body does) then yes, they can refuse to sell it.
I would highly suggest you check with the local retail box peddlers (particularly Circuit City). Retail sales are way in the toilet and every body is discounting everything. You may get a better deal over the counter and not have to wait for it. And, besides, the taxes are probably about the same as the shipping so you don’t lose much on that item.

Like the other commenter said, if there is no reserve price on the auction then the item will sell for the final bid price regardless if it is under or overpriced. Good luck getting that PS3 for $10 with all of the bid snipers, though. I sold one last summer. I started the auction at $0.99 cents and it didn’t get bids above $50 until the last hour of the auction. Bidding jumped from $50 to over $350 within the last 2 minutes of the auction. It ALWAYS happens. Bid snipers will always kill your hopes of getting something that cheap at the very last moment. I use this to my advantage though, as I am a seller and listing items
